Dialogue between Secretary-general of China-Africa Industrial Forum Cheng Zhigang and Thibeli, the ambassador of Lesotho to China
Afternoon of December 14, 2010, Secretary-General Cheng Zhigang of China Africa Industrial Forum went to Lesotho embassy and had a dialogue with Lesotho ambassador Thibeli to China.
Secretary-General Cheng Zhigang of China Africa Industrial Forum expressed his thanks for warm reception of ambassador and briefly made a introduction on Forum's development objective and activities.
Secretary-General Cheng Zhigang said that the main purpose of the visit is to establish long-term cooperation and contact with Lesotho Embassy. Cheng hoped Embassy supports the activities organized by Forum. Another other hand, China Africa Industrial Forum wants to collects some materials from Embassy to publish a book as African Business Guide.
Ambassador Thibeli warmly received Secretary-General Cheng and expressed his appreciation for the book to be published.
Secretary-General: China Africa Industrial Forum is dialogue mechanism of exchange and cooperation in many fields which is promoted under banner of Forum On China-Africa Cooperation. Activities of China Africa Industrial Forum refer to China-Africa politics, economy, culture, science and technology, tourism etc. Forum hopes to establish long-term cooperation and contact with Lesotho Embassy and hopes to get support from Embassy.
Ambassador: Lesotho Embassy are pleased to exchange with China Africa Industrial Forum. this is a good opportunity for us. Kingdom of Lesotho attaches great importance to exchanges with China and bilateral relations are very harmonious. October 31, the Kingdom of Lesotho Premier Mosisili came to Shanghai to attend the Summit and the World Expo closing ceremony of the Expo. Premier Chinese Wen Jiabao met with Premier Mosisili .November 5, Governor Zhao Zhengyong of Shanxi Province warmly met Lesotho King Letsie III .The two sides held cordial and friendly talks. December 2, Prime Minister of Lesotho Mosisili visited the Zhejiang Provincial Museum and praised China's long history and culture.
Today, Secretary-General of China Africa Industrial Forum visits Lesotho Embassy that vigorously promote the China-Africa relations. We can see that there are now many enterprises which begin to focus on Africa and hope to cooperate with African countries by introduction of Forum. Lesotho is as a small country in southern Africa, but also hope that Chinese enterprises to invest. We also hope that organization similar with China Africa Industrial Forum which can publicize for Lesotho. I hope more Chinese people know Lesotho and interest with Lesotho.
Secretary-General: November 2009, the first session of the China Africa Industrial forum is successful held in Beijing. The Forum has received many supports from African embassies, leaders of enterprises and experts of all fields. The Forum has successfully held the 2010 African Energy and Mineral Seminar on November 30.
Ambassador: This sounds very good. I thinks forum should organize more such exchanges and cooperation in favor of China-Africa activities. I think the African embassies must be interested in such these activities. Lesotho Embassy also hope to participate more activities held by forum. What was your next exciting activity?
Secretary-General: China Africa Industrial Forum will publish a book called as "( walk into Africa - China-Africa new Opportunities of Business).This will be business and investment' guide including 49 African countries which establish diplomatic relations with China. To make the book originality and reference, we hoped that the Embassy can provide us with some reference information. Chinese enterprises are interested in trade information and investment information of Lesotho, could you give us some brief introduction?
Ambassador: Lesotho attaches great importance to the development of export processing industry, encourage private and foreign investment. the Government of Lesotho established the export development fund to provide preferential loans to exporters. Before 1986, Lesotho mainly exported diamonds, agricultural products and wool, mohair and other raw materials. In recent years, the Government of Lesotho adopted a series of encouraging private investment, attracting foreign investment and encourage the development of export-oriented industrial policy. Lesotho is beneficiary country of U.S. "African Growth and Opportunity Act," .After that, Lesotho's export and processing industry has been rapid development. Export trade are also major changes in the structure. At the same time, exports of industrial products becomes dominant in Lesotho.
Lesotho textile and clothing industry is the largest pillar of industries economy. Lesotho textile products mainly exports to the United States, European Union, Australia etc. Lesotho is the largest exporter located in sub-Saharan Africa's and the United States in eighth largest trading partner of United States. Lesotho textile and clothing industry is the most important sector of employment which of 85% are women. Lesotho textile and clothing industry led to the development of economic development for relevant department. For example, the packaging industry, land transportation of goods, c express Service, customs clearance promoting agents, security, passenger transport, retail and food sales vendors, hotels, water, electricity and telecommunication utilization etc.
Lesotho's is an open market, Lesotho, South Africa, Namibia, Botswana and Swaziland, the Southern African Customs Union. Members countries enjoy duty-free access to market. Lesotho promote the implementation of trade liberalization, export promotion and strengthen the international competitiveness of foreign trade policy. Lesotho is member country of WTO. Lesotho also is signatories Southern African Customs Union (SACU), SADC, the African Union Member States and the Cotonou Agreement (EU and African, Caribbean and Pacific). Lesotho has preferential treatment of the United States African Growth and Opportunity Act.
Lesotho hasn't foreign investment law, free and non-discriminatory the investment policy to foreign investors. Lesotho encourages investment in areas such as: export or import substitution industries; labor-intensive industries; use of local natural resources industry, particularly in the agricultural and mining industry. Project proposals announced industrial projects in Lesotho are: electronic and electrical products; ceramics; wool and mohair washing; bottled mineral water; asbestos, basalt and slag wool production of cotton etc.
Secretary-General: As we know, Chinese enterprises pay great attention to investment in Africa. Could you tell us some enterprises which invest in Lesotho?
Ambassador: Though I am not an expert in this area, but we all know, China has large-Scale companies like ZTE and Huawei that make a great contribution for Lesotho. For example, in 2006, ZTE signed a memorandum with Lesotho Ministry of Communications as for expanding communication network. Since then, ZTE built close cooperation relationships with only fixed-line telecommunications operator in Lesotho - Lesotho Telecommunications (TELECOM LESOTHO, TL). ZTE built broadband access network in capital Maseru . After completion of the project, Kingdom of Lesotho enters into the broadband era. The local access fees is significantly reduced.
We hope more enterprises know Lesotho by China Africa Industrial Forum's publicity. Lesotho government welcome Chinese enterprises to invest in Lesotho.
Finally, ambassador Thibeli for himself gave inscription for China Africa Industrial forum. Ambassador indicated China-Africa relationships are developing steadily and fruitful. Lesotho is confident for China Africa Industrial forum. Ambassador expressed China-Africa relationship will become better and better in the efforts of China and African countries.
