Counselor: I'm glad you could come to the embassy to communicate that shows confidence and strength of your organization on series of cooperation projects. We now have several key directions in projects. 1. transformation of the old airport and the new airport building; 2, hydropower; 3, water treatment projects; 4, road maintenance; 5, oil; 6, titanium, etc. In addition to some other incidental items, such as the introduction of the helicopter. These are more specific but high rate of return. I  will provide you with textual information. There are already many large listed companies which are assessed on the projects, but if your company has the strength, we will have comprehensive assessment for considering the most effective project implementation. As the Ambassador said, we are concerned about efficiency. So the whole, the focus of Sierra Leone is the agricultural industry, building materials industrial parks and infrastructure etc. The above area is hot direction. Our country has enough support for zero-tariff imports, income tax relief of staff, free use of land to build factories. For example, construction of land free of charge to you. You cut the wood processing in the factory and government help for export license. In this statement, your enterprises not only help solve the problem of local employment and enterprises also can have fully profits within 1 year. Sierra Leone also has very rich minerals, but the investment needs a strong financial background.  Relatively smooth operation needs billions of investment. Two or three billion of investment risk is relatively higher. Now we encourage Chinese enterprises to participate in some of the more fast project to maximize the benefits and minimize risks.

Secretary-General: I am grateful for Counselor’s introduction. We are now editing a book named Walk into Africa -- China-Africa New Opportunities of Business • Dialogue with African envoys in China". This book covers 49 African countries’ business and investment guide which established diplomatic relationships with China. Now we have completed most of the information gathering process. I hope we can expand this high level of cooperation and promote exchanges for this.

Ambassador: Your work is very far-sighted. Government of Sierra Leone more emphasis on agricultural development after the war. Our President promised to solve the people problem of hunger. Sierra Leone Investment Law to be promulgated soon including some tax investments in agriculture, land use,  materials import tariff’s concessions etc. Chinese enterprises can create rice varieties in the southern province of stations, supporting the introduction of simple, reliable, cheap farm machinery to strengthen the training of farmers and operational guidance. This project has a small investment and quick effect. Joint piece of land  and rich  water resources can also be considered to commercially built. At the same time, large-scale mechanized farm operations trough main rice production. Government security in investment is the most valuable advantages in Sierra Leone.
